Ecp Bans Issuance Of Nocs To New Housing Societies

In a concerted effort to combat unregulated urban expansion and safeguard valuable green spaces and agricultural land, the Election Commission of Pakistan (ECP) has taken a significant step by imposing a ban on the issuance of No Objection Certificates (NOCs) for new housing societies. Under this new directive, urgent cases, which were previously subject to approval by deputy commissioners, now require the endorsement of the commission itself. 


This action by the ECP has been prompted by the alarming increase in land usage changes initiated by provincial governments in various districts. The indiscriminate approval of NOCs for numerous housing societies has resulted in the encroachment upon vital green areas and fertile agricultural land.  


Experts have sounded the alarm that this uncontrolled trend could give rise to chaotic and unplanned urban sprawl, potentially fostering corruption hotspots in specific regions. 


The ECP’s notification underscores the significance of reserving policy decisions for the elected government rather than relying on the caretaker government, even in times of operational urgency. The ECP firmly asserts that while routine emergencies can be addressed by the caretaker government, pivotal policy matters should await the input of the elected government. 


In response to this directive, the Election Commission has ordered an immediate halt to the issuance of new NOCs, with a clear mandate to communicate this decision to all deputy commissioners. Extraordinary cases requiring swift action will be considered, but only after undergoing a thorough review and approval process by the commission. 


The caretaker government is expected to adhere to the commission’s legal framework and guidelines, presenting a compelling rationale for any exceptional actions they deem necessary concerning land usage or other pertinent issues. This measure is aimed at ensuring responsible land development and the preservation of Pakistan’s natural resources for the benefit of future generations.
