Cda To Review Layout Plans For Sectors F-13, D-13, And E-13

The Capital Development Authority (CDA) board, led by Chairman Noorul Amin Mengal, is preparing to review and potentially approve the layout plans (LOPs) for three new residential sectors in Islamabad: F-13, D-13, and E-13. 

These sectors were acquired by the CDA back in 2008, but complications in obtaining possession of the land led to delays in development work.


Previous LOPs for these sectors were approved without proper topographic surveys, resulting in planning issues. To address this, the CDA officials recently decided to revise the LOPs with comprehensive topographic surveys. 


A town planner stated that the revised LOPs for the three sectors will now be presented to the CDA board for final approval. Once approved, the estate and land wings of the CDA will initiate allotments to local landowners, while the engineering wing will take necessary steps to begin development activities. 


As part of the land-sharing formula, the CDA acquired these sectors, and in return, local landowners received a developed plot of one kanal for every four kanal they owned. These sectors are expected to comprise over 13,000 plots, including commercial areas, and generate substantial revenue for the CDA. 


While acknowledging the CDA’s failure to acquire possession of the land since 2008, a senior official from the planning wing expressed optimism that development work will now commence promptly. 


In addition to reviewing the LOPs, the CDA board will also consider approving brochures for the auction of numerous plots for food outlets in the proposed Capital Street, located near the 7th Avenue interchange in the Arts and Crafts Village. 

Furthermore, the board will finalize the CDA budget for the upcoming fiscal year 2023-24, with an anticipated allocation of around Rs. 150 billion for development and non-development projects.
