حَدَّثَنَا أَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ، ‏‏‏‏‏‏حَدَّثَنَا أَبُو أُسَامَةَ، ‏‏‏‏‏‏عَنْ هِشَامِ بْنِ عُرْوَةَ، ‏‏‏‏‏‏قَالَ:‏‏‏‏ أَخْبَرَنِي أَبِي، ‏‏‏‏‏‏قَالَ:‏‏‏‏ قُلْتُ لِعَائِشَةَ مَا أَرَى عَلَيَّ جُنَاحًا أَنْ لَا أَطَّوَّفَ بَيْنَ الصَّفَا وَالْمَرْوَةِ؟، ‏‏‏‏‏‏قَالَتْ:‏‏‏‏ إِنَّ اللَّهَ يَقُولُ:‏‏‏‏ إِنَّ الصَّفَا وَالْمَرْوَةَ مِنْ شَعَائِرِ اللَّهِ فَمَنْ حَجَّ الْبَيْتَ أَوِ اعْتَمَرَ فَلا جُنَاحَ عَلَيْهِ أَنْ يَطَّوَّفَ بِهِمَا سورة البقرة آية 158، ‏‏‏‏‏‏وَلَوْ كَانَ كَمَا تَقُولُ، ‏‏‏‏‏‏لَكَانَ فَلَا جُنَاحَ عَلَيْهِ أَنْ لَا يَطَّوَّفَ بِهِمَا، ‏‏‏‏‏‏إِنَّمَا أُنْزِلَ هَذَا فِي نَاسٍ مِنْ الْأَنْصَارِ، ‏‏‏‏‏‏كَانُوا إِذَا أَهَلُّوا أَهَلُّوا لِمَنَاةَ، ‏‏‏‏‏‏فَلَا يَحِلُّ لَهُمْ أَنْ يَطَّوَّفُوا بَيْنَ الصَّفَا وَالْمَرْوَةِ، ‏‏‏‏‏‏فَلَمَّا قَدِمُوا مَعَ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فِي الْحَجِّ ذَكَرُوا ذَلِكَ لَهُ، ‏‏‏‏‏‏فَأَنْزَلَهَا اللَّهُ فَلَعَمْرِي مَا أَتَمَّ اللَّهُ عَزَّ وَجَلَّ حَجَّ، ‏‏‏‏‏‏مَنْ لَمْ يَطُفْ بَيْنَ الصَّفَا وَالْمَرْوَةِ .

عروہ کہتے ہیں کہ   میں نے ام المؤمنین عائشہ رضی اللہ عنہا سے کہا: صفا اور مروہ کے درمیان سعی نہ کرنے میں اپنے اوپر میں کوئی حرج محسوس نہیں کرتا، آپ نے کہا: اللہ تعالیٰ تو فرماتا ہے: «إن الصفا والمروة من شعائر الله فمن حج البيت أو اعتمر فلا جناح عليه أن يطوف بهما» صفا اور مروہ اللہ کے شعائر میں سے ہیں، اور جو حج کرے یا عمرہ کرے تو اس پر گناہ نہیں، ان دونوں کی سعی کرنے میں اگر بات ویسی ہوتی جو تم کہتے ہو تو اللہ تعالیٰ یوں فرماتا: «فلا جناح عليه أن يطوف بهما» اگر سعی نہ کرے تو ( اس پر گناہ نہیں ہے ) بات یہ ہے کہ یہ آیت انصار کے کچھ لوگوں کے بارے میں اتری ہے، وہ جب لبیک پکارتے تو منات ( جو عربوں کا مشہور بت تھا ) کے نام سے پکارتے، ان ( کے اپنے اعتقاد کے مطابق ان کے ) کے لیے صفا اور مروہ کے درمیان سعی کرنا حلال نہ تھا تو جب وہ رسول اللہ صلی اللہ علیہ وسلم کے ساتھ حج کے لیے آئے تو انہوں نے آپ سے اس کا ذکر کیا، تب اللہ تعالیٰ نے یہ آیت اتاری: «إن الصفا والمروة» صفا اور مروہ دونوں اللہ تعالیٰ کی نشانیاں ہیں، ان کے درمیان سعی کرنا گناہ نہیں ( جیسا کہ تم اسلام سے پہلے سمجھتے تھے ) اور قسم ہے کہ جس نے صفا اور مروہ کے درمیان سعی نہ کی، اللہ تعالیٰ نے اس کا حج پورا نہیں کیا ۱؎۔

It was narrated that Hisham bin ‘Urwah said: “My father told me: ‘I said to ‘Aishah: “I do not think there is any sin on me if I do not perform Tawaf* between Safa and Marwah.” She said: “Allah says: ‘Verily, Safa and Marwah are of the Symbols of Allah. So it is not a sin on him who performs Hajj or ‘Umrah of the House to perform Tawaf between them.’” [2:158] If the matter were as you say, then it would have said, ‘it is not a sin on him to not perform the Sa’y between them.’ Rather this was revealed concerning some people among the Ansar who previously, when they stated the Talbiyah, they used to recite it for Manat, and it was not lawful for them to perform Sa’y between Safa and Marwah. When they arrived with the Prophet (ﷺ) for Hajj, they mentioned that to him, and Allah revealed this Verse. By Allah, Allah will not accept the Hajj as complete if one who does not perform Sa’y between Safa and Marwah.’”

They asked: ‘Is it every year?’ He said: ‘No. If I had said yes, it would have become obligatory.’ Then the following was revealed: “O you who believe! Ask not about things which, if made plain to you, may cause you trouble.’” [5:101]

It was narrated that Anas bin Malik said: “They said: ‘O Messenger of Allah, is Hajj (required) every year?’ He said: ‘If I were to say yes, it would have become obligatory, and if it were to become obligatory, you would not (be able to) do it, and if you did not do it you would be punished.’”

It was narrated from Ibn ‘Abbas that Aqra’ bin Habis asked the Prophet (ﷺ): “O Messenger of Allah, is Hajj (required) every year, or just once” He said: “Rather it is just once. And whoever can perform Hajj voluntarily, let him do so.”
