Tribute, Spoils, and Rulership (Kitab Al-Kharaj, Wal-Fai' Wal-Imarah)

عمرو بن عوف مزنی رضی اللہ عنہ ہیں کہ   نبی اکرم صلی اللہ علیہ وسلم نے بلال بن حارث مزنی کو قبلیہ کی نشیب و فراز کی کانیں ٹھیکہ میں دیں ۱؎۔ ( ابوداؤد کہتے ہیں ) اور دیگر لوگوں نے «جلسيها وغوريها» کہا ہے ) اور قدس ( ایک پہاڑ کا نام ہے ) کی وہ زمین بھی دی جو قابل کاشت تھی اور وہ زمین انہیں نہیں دی جس پر کسی مسلمان کا حق اور قبضہ تھا، اور نبی اکرم صلی اللہ علیہ وسلم نے انہیں اس کے لیے ایک دستاویز لکھ کر دی، وہ اس طرح تھی: بسم الله الرحمن الرحيم،، یہ دستاویز ہے اس بات کا کہ رسول اللہ صلی اللہ علیہ وسلم نے بلال بن حارث مزنی کو قبلیہ کے کانوں کا جو بلندی میں ہیں اور پستی میں ہیں، ٹھیکہ دیا اور قدس کی وہ زمین بھی دی جس میں کھیتی ہو سکتی ہے، اور انہیں کسی مسلمان کا حق نہیں دیا ۔ ابواویس راوی کہتے ہیں: مجھ سے بنو دیل بن بکر بن کنانہ کے غلام ثور بن زید نے بیان کیا، انہوں نے عکرمہ سے اور عکرمہ نے ابن عباس سے اسی کے ہم مثل روایت کی ہے۔

Narrated Amr ibn Awf al-Muzani: The Prophet صلی ‌اللہ ‌علیہ ‌وسلم assigned as a fief to Bilal ibn al-Muzani the mines of al-Qabaliyyah both which lay on the upper side and which lay on the lower side, and (the land) which was suitable for cultivation at Quds. He did not give him (the land which involved) the right of a Muslim. The Prophet صلی ‌اللہ ‌علیہ ‌وسلم wrote a document for him. It goes: In the name of Allah, the Compassionate, the Merciful. This is what the Messenger of Allah صلی ‌اللہ ‌علیہ ‌وسلم assigned to Bilal ibn Harith al-Muzani. He gave him the mines of al-Qabaliyyah, both which lay on the upper side and which lay on the lower side, and (the land) which is suitable for cultivation at Quds. He did not give him the right of any Muslim. Abu Uwais said: A similar tradition has been narrated to me by Thawr bin Zaid, client of Banu al-Dail bin Bakr bin Kinahah from Ikrimah on the authority of Ibn Abbas.
