Govt To Launch $100 Million Wb-Funded Housing Project In Flood-Hit Areas

With a budget of $100 million, the government is launching a project to build resilient houses in flood-prone areas. 

According to official documents seen by the media, the government is launching a project for Resilient housing reconstruction in flood-hit areas across all provinces with the help of a $100 million World Bank loan. 

The documents revealed that the World Bank contribution would cover this cost as a loan to the Government of Pakistan, with the loan proceeds transferred to the Government of Balochistan/other provinces as a “Grant in Aid” against projects duly approved by PDWP/ Provincial Competent Forum. 

The documents further said that the Balochistan province would bear 75 percent of the estimated $100 million cost, the other provinces would bear 20 percent, and the federal government will bear 5 percent. The project is part of the National Program for Post-Flood Reconstruction: Climate Resilience Enhancement’s PC-I. 

This project will assist flood-affected people in rebuilding and repairing their homes. House reconstruction and repair work will be carried out, so the structures are designed to withstand future extreme weather events. The component will aid in implementing a systematic approach to housing reconstruction based on resilience principles. A spatial planning survey will ensure that reconstruction sites are more flood resistant. 

The government will provide cash grants to homeowners on this basis for the reconstruction or restoration of damaged houses. The component will help the participating provinces lead the owner-driven reconstruction scheme. The grant to potential recipients would pay for the following: 

    • destroyed house is replaced with a new multi-hazard resilient core unit. 
    • Restoring and strengthening a damaged house to an acceptable level of resilience. 

The following criteria will be used in the reconstruction: 

    • Houses with structural damage that cannot be repaired economically will be eligible for a reconstruction grant. 
    • Houses with repairable structural damage will be eligible for a grant for restoration and strengthening; nonstructural damage will not be compensated.
