Nepra approves special three-month winter package for electricity consumers

The National Electric Power Regulatory Authority (NEPRA) has approved a Winter Package proposed by the federal government, offering significant discounts to domestic and industrial electricity consumers. The package is designed to provide financial relief during the winter season while encouraging efficient electricity usage. 

Under the package, domestic consumers will receive a 30% discount, equivalent to Rs. 11.42 per unit, on minimum additional electricity consumption while they will be able to save 50% or Rs 26.07 per unit maximum additional usage. Industrial consumers will also benefit from receiving an 18 percent discount, translating to Rs. 5.72 per unit on their additional usage. These discounts are applicable during the three winter months—December, January, and February. 

Initially, the federal government’s proposal did not include industrial and commercial consumers. However, NEPRA has expanded the package to extend benefits to these groups, aligning with its broader goal of promoting energy efficiency and affordability.

The Winter Package, announced by Prime Minister Shehbaz Sharif, complements broader government efforts to manage energy costs. The PM had earlier announced up to Rs. 26 per unit relief for electricity bills during the winter months. NEPRA formally informed the federal government of its approval before the official notification of the package. 

While this package aims to alleviate financial pressure on consumers, it comes amid other developments in the energy sector. NEPRA is considering a proposal to increase electricity tariffs nationwide, including in Karachi. This adjustment, linked to the first quarter of the current fiscal year, is expected to add an additional burden of Rs. 8.73 billion on consumers already grappling with high utility costs. 

The proposal for the tariff hike stems from rising energy costs and the need to address financial challenges in the power sector. A hearing is scheduled for November 20 to deliberate on the matter. 

The Winter Package provides much-needed relief for consumers, enabling reduced electricity bills and fostering energy conservation. However, the looming tariff hike highlights the ongoing challenges in balancing affordability and sustainability in Pakistan’s energy landscape.
