Justice (retd) Maqbool Baqar, the Chief Minister of Sindh, has unveiled an ambitious plan to improve the living conditions of Karachi’s residents residing in the aging Martin, Clayton, and Pakistan quarters. This visionary initiative is designed to breathe new life into these neighborhoods without displacing the current residents.


The revitalization plan encompasses Martin, Clayton, and Jahangir quarters, which collectively span an extensive 240 acres in the East and Central districts of Karachi. During a meeting attended by prominent city officials, it became evident that these quarters needed rejuvenation. 


Justice Baqar stressed the importance of adopting a holistic urban planning approach focusing on inclusivity, infrastructure enhancement, affordability, mixed-use development, sustainable building practices, cultural preservation, accessible public transportation, safety, and efficient waste management.


Initially owned by the federal government and receiving minimal maintenance since the capital’s relocation in 1958, these quarters have evolved into vital hubs for Karachi’s population. The land, initially designated for federal government employees, has seen unauthorized expansions by their descendants after retirement. Justice Baqar’s proposal envisions the construction of contemporary residential towers within the existing premises, providing a modern solution to replace the outdated and unsafe housing units.


Taking inspiration from successful urban redevelopment projects, the Planning and Development (P&D) Board Chairman has suggested studying Istanbul’s Fikirtepe residential area as a potential model. The Fikirtepe project, initiated in 2012, is a transformative endeavor to revitalize a densely populated but dilapidated area. It is anticipated to reach completion in 2023, exemplifying how urban redevelopment can positively impact a community.


Justice Baqar’s visionary plan promises to improve the living conditions of Karachi’s residents and revitalize these aging quarters into vibrant and sustainable communities. As Karachi continues to evolve and grow, initiatives like this play a crucial role in enhancing the quality of life for its residents and ensuring the city’s long-term prosperity. 

This visionary approach underscores the commitment of Sindh’s leadership to the betterment of its people and the development of its urban landscapes.
