Apparently, because of sheer negligence, the Capital Development Authority (CDA) did not get possession of more than 700 developed plots from the Defence Housing Authority (DHA) in lieu of the civic agencys land which was handed over to DHA some 14 years ago.
Both the authorities signed an agreement in 2007, which stated the CDA handed over 1,500 kanals of Zone 5 to DHA and it was decided that in return the DHA would give 727 developed plots to CDA.
But, the CDA has failed to get its plots worth almost around Rs 7 billion.
According to the media men, the CDA had purchased the land under two awards announced in 1961 and 1964 for its own use, however, the civic agency, in 2007 decided to give the land to DHA for getting developed plots. It was reported that the CDA (after getting possession from DHA) will auction the plots to raise funds to be utilized on the development works in the city.
In contrast, the civic agency in its budget every year depicted the said plots as its receivable assets. CDA officials stated that occasionally, the matter came under discussion however because of unknown reasons, there is no tangible progress.
They added that in June this year, CDA constituted a four-member committee to visit the DHA and prepare a report.
Moreover, the officials said that though during the visit no DHA official was present, representatives of a private company were present on behalf of the DHA.
The visit report compiled by CDA officials revealed that the officials of the company apprised the CDA about the three sites, where plots could be awarded to CDA. The report stated that Village Humak, came under discussion but the land in this village already belonged to CDA and in the vicinity of Model Town.
Meanwhile, the CDAs 2019-20 budget document, which highlighted revenue generation proposals, said that: According to the agreement between CDA and DHA, about 700 plots of different sizes are to be made available to CDA by DHA. Concrete steps are required to be taken by concerned formations to materialize the same the earliest.
