In a welcome move for overseas job seekers, especially from countries like Pakistan, the UAE Ministry of Human Resources and Emiratisation (MOHRE) has simplified its hiring process for foreign workers. The updated system applies to both skilled and unskilled labour, providing a more streamlined and transparent route for those hoping to build a career in the Emirates. 

Simplified Steps for Employers 

The new work permit process is designed to reduce paperwork and speed up approvals. According to a recent MOHRE announcement, employers must follow four clear steps: 

1. Login via UAE Pass or digital ID. 

2. Apply through official service channels. 

3. Upload required documents (e.g., passport copies, job offer letters). 

4. Pay federal fees and arrange for insurance or a bank guarantee. 

Once submitted, complete applications are reviewed electronically and quickly processed. If something is missing, the employer will be notified for corrections.

Requirements for Skilled Workers 

For those applying under skilled categories, there’s a strong emphasis on qualifications and compliance. The MOHRE verifies educational credentials via the Ministry of Higher Education, a process that usually takes up to two weeks. 

To qualify as a skilled worker, the candidate must: 

• Provide an attested educational certificate (for skill levels 1–5), 

• Have a minimum monthly salary of AED 4,000, 

• Submit a passport copy and personal photo, and 

• Hold a professional licence (for professions like teaching, healthcare, legal, and sports training). 

Workers from Pakistan, Afghanistan, Iraq, and Iran must also provide a clear image of their national ID card (front and back). 

Employer and Worker Eligibility 

Employers must have: 

• A valid trade licence, 

• No labour violations, 

• An active electronic quota, and 

• Authorization to sign official applications. 

Workers must be at least 18 years old and not already hold a UAE work permit. In some cases, permits can be replaced within six months, provided the job title and gender stay the same.
