Pakistan and Saudi Arabia share a longstanding history of fraternal ties that have grown stronger over time.  

However, in order to harness the opportunities presented by Vision 2030, Pakistan must adapt to the evolving dynamics of Saudi Arabia’s transformation. Saudi Arabia is undergoing a significant shift led by a new generation of leaders who are driven by economic pragmatism and global aspirations. 


Pakistan must approach this relationship with realism, grounded in economic rationale, and eschew excessive reliance on historical sentimentality. The policy should be pragmatic and responsive to current circumstances, focusing on tangible opportunities rather than mere rhetoric. Crafting a policy rooted in reality will enable Pakistan to maximize the benefits of this relationship. 


One key avenue for cooperation is in labor exchange. Saudi Arabia is in need of skilled labor, especially in sectors such as services. With its burgeoning youth population, Pakistan is well-positioned to supply this demand, facilitated by its historical ties and a large Pakistani diaspora in Saudi Arabia. This symbiotic relationship can address Pakistan’s youth employment challenges while bolstering its foreign earnings. 


However, Pakistan must acknowledge that outdated strategies no longer suffice. Saudi Arabia is diversifying its economy, emphasizing digitalization and service sector expansion. To remain relevant, Pakistan should focus on cultivating a skilled workforce tailored to Saudi Arabia’s evolving needs. Furthermore, Pakistan can contribute to Saudi Arabia’s human capital by providing quality education and medical professionals, leveraging its substantial talent pool in these fields. 


Environmental cooperation is another promising avenue. Saudi Arabia’s commitment to environmental sustainability offers a chance for Pakistan to share its expertise in areas like afforestation, water management, and climate change mitigation. 


The Saudi food market, driven by population growth and rising living standards, presents a substantial opportunity for Pakistan, particularly in halal meat, dairy products, fruits, and vegetables. Pakistan’s proximity and competitive advantage make it an ideal source for food imports. A strategic policy could significantly expand Pakistan’s presence in this market, benefiting both countries.
