Cda To Expedite Development Work In Four Sectors – E-12, I-12, C-15 And C-16

The Capital Development Authority (CDA) management has taken decisive steps to accelerate development work in four key sectors – E-12, I-12, C-15, and C-16 – which have been plagued by persistent delays.  

During a meeting focused on the progress of development in these sectors, CDA Chairman Anwarul Haq expressed dissatisfaction with the sluggish pace of development work and urged the engineering wing to eliminate obstacles and expedite the process. 


Haq emphasized that there can be no tolerance for further delays in these sectors and made it clear that sector development is a top priority. He emphasized the need for new housing units in Islamabad, and to meet this demand, the CDA must provide developed plots for people to build houses. 


Development work in E-12, I-12, C-15, and C-16 has faced prolonged delays, with E-12, initiated in 1989, still incomplete after 34 years. Some sub-sectors within E-12 witnessed work commencing a few years ago but were halted due to issues with contractors. C-15 and C-16, which have over 5,000 plots each, have faced hurdles due to built-up property (BuP) issues, despite BuP awards having been announced in C-15 in 2016 and 2023. Development in I-12, with over 6,000 plots, has been delayed due to contract-related issues with service roads. 


Chairman Haq has instructed the Director General Works, Habibullah Sheikh, to address the issues in these sectors and expedite development work. He also emphasized the need to accelerate efforts to commence development work in the Kuri scheme, an exclusive initiative for overseas Pakistanis.  


The Chairman’s focus on sector development underscores the CDA’s primary function, and he intends to hold another meeting to delve into sector-specific issues in detail and propose solutions, encouraging the engineering and estate wings to be thoroughly prepared for this task.
