In a landmark decision aimed at enhancing law enforcement education and training, the Capital Development Authority (CDA) has approved the allotment of land for the establishment of a dedicated police university in Islamabad. This move, finalized during the fourth board meeting of the CDA, marks a significant step in strengthening the academic and professional training of police personnel in Pakistan.

The university will be managed by the National Police Academy and is expected to offer specialized courses in law enforcement, criminal justice, and security management, lacing officers with advanced skills to handle the modern policing challenges that need modern solutions. 

Besides this development, the CDA board has taken other vital measures to improve financial management and operational efficiency. A committee, led by the Member Finance and comprising key officials, including the Director of Land, Director of Municipal Administration, and Director General of the Building Control Section, has been formed. This committee will identify CDA’s rented spaces across the city, ensuring optimal use of public assets and resources. 

Furthering its commitment to modernization, the CDA has decided to transition to a fully cashless financial system through the SAP double-entry accounting framework. This transition will enhance financial transparency and operational efficiency. As part of this initiative: 

A total of 165 services at the One Window Operation have now adopted cashless transactions. 

Payments for water tanker services can now be made through QR codes under the Islamabad Water account. 

Plans include shifting fine payments from the Directorate of Municipal Administration (DMA), Environment, and Enforcement departments to digital methods. 

An MoU will soon be signed, and a CDA delegation is set to meet the Controller General of Pakistan next week to discuss the implementation of SAP across all financial operations. 

Recognizing the importance of accountability, the CDA board has also directed that all authority-owned assets be compiled before the end of the financial year. Additionally, an annual corporate-style financial report will be prepared to highlight CDA’s achievements and future targets, fostering greater public trust in its operations. 

The board acknowledged the deteriorating state of the Pak-Romania Friendship Monument and has pledged efforts for its restoration in the realm of the culture. The strong dedication of CDA is strongly reflected in this plan. It will not just improve infrastructural or financial improvement but also conserve the cultural heritage of Islamabad. 

Through these initiatives, the CDA is taking bold steps toward modernization, financial transparency, and the sustainable development of the capital city, ensuring a progressive and well-managed urban environment for residents and visitors alike.
